You can buy hats/headpiece thingies like that as costume accessories in Japan. It’s the finishing touch that makes a good samurai costume *great*.

If it is real (as in, not photoshopped), then they are just costume/wig pieces. I’d be more inclined to say wig than photoshop, though.
